Yavapai County, Arizona septic permits and requirements

Arizona permitting framework

ADEQ has statewide authority for onsite wastewater treatment facilities and states that permitting authority is delegated to each of Arizona’s 15 counties. ADEQ rules continue to apply statewide, while delegated counties may have additional local requirements. Applicants should therefore use the county process for the property location unless the county or ADEQ identifies a project that remains under direct state jurisdiction.

State construction and discharge sequence

Arizona’s Type 4.02–4.23 general-permit framework covers many residential and light-commercial onsite systems up to 24,000 gallons per day. The state process requires authorization before construction and a discharge-authorization step after construction, inspection, and testing; county delegation and local limits determine which agency performs those steps for a particular project.

Yavapai County states that its Environmental Services Unit performs ADEQ-delegated permitting and inspections for conventional and alternative onsite wastewater systems up to 24,000 gallons per day.

The county states that construction sites must be inspected to determine suitability for an onsite wastewater system. Site Investigation results are part of the information used for the wastewater permit and system design process.

A septic permit or completed septic application is required with building submittals

Yavapai County’s permitting guidance states that applicants must provide an issued onsite wastewater permit, or the completed conventional/alternative septic application together with Site Investigation results, or proof of sewer connection when submitting the related building application.

Floor plans are required with the building submittal

For projects using the septic-permit path, Yavapai County requires a floor plan with rooms and areas labeled and doorway and window locations shown. This information helps establish the building use associated with wastewater design.

County handles construction inspection and ownership transfer

Environmental Services issues permits for conventional and alternative systems, inspects construction, and provides an online process for wastewater-system transfer of ownership. Existing permit and site-investigation records can also be requested from the county.
