Tennessee contract-county framework

Tennessee identifies certain counties as contract counties that administer subsurface sewage disposal functions locally. SepticScope therefore uses the local county or health-department process for this guide rather than copying the ordinary TDEC field-office workflow used in non-contract counties.

County administers septic applications and repairs

Blount County publishes its own Application for Subsurface Sewage System Permit, Site Evaluation Request, septic-repair application, installer application, pumper application, soil-scientist list, and SSDS records request. That local Environmental Health program is the appropriate permitting contact rather than the ordinary TDEC field-office path used in non-contract counties.

Soils work comes before the septic permit in the county development sequence

Blount County’s current permitting checklist places zoning approval first, followed by geology/soils analysis when the property is not served by sewer and is not already an approved development. The checklist then calls for the septic permit application and, where applicable, a drain-field site evaluation before the building-permit process.

Existing septic records are available through the county

Blount County directs requests for septic-tank permit records through its Development Services records-request process. Existing records can help establish prior approvals, but the county’s current evaluation and permit requirements control new construction, repairs, or changes to use.
